That is why I am so pleased that we have Arthur Rynearson’s Legislative Drafting Step-by-Step to explain, carefully and lucidly, how bills and other legislative documents are drafted for consideration by Congress in Washington.This book should be required reading for every Representative and Senator, every congressional staffer involved in the legislative process, every lobbyist, and every lawyer and law student who is interested in public policy and how it is made.For many years, Mr.Rynearson was a senior attorney and legislative drafter in the Senate’s Office of Legislative Counsel. With its counterpart in the House of Representatives, these offices provide expert, non-partisan, and confidential services to all the members and committees of both houses: drafting bills, resolutions, amendments, and conference reports, on request, to transform legislators’ policy proposals and decisions into technically correct, complete, and effective legislative language. Senators and Representatives are not required to use the services of Mr. Rynearson and his colleagues, but they are foolish when they do not.As the book’s title implies, Mr. Rynearson takes his readers through all the elements of legislative drafting. For example, should a proposal be drafted as a bill as opposed to a joint resolution or even a concurrent resolution? This choice makes a very important difference. What sections do bills usually include, and in what order do they appear? What terms need to be defined in a bill? Should duties and authorities be assigned to the President, or to a particular Cabinet secretary, or to a subordinate official within a department? Because most bills today amend one or more existing laws, or have effects on them, how should a new bill best be incorporated into the corpus of federal law? How are judges likely to interpret laws and how can a bill be written to minimize the risk of judicial misinterpretation? These are only some of the questions that Mr. Rynearson raises and answers. His topics range from the most conceptual to the most detailed. How does effective legislative drafting contribute to implementing democratic values and promoting the rule of law? When is it appropriate to use “which” instead of “that”, and why?This book will not make you a competent legislative drafter. As the author notes in his foreword, “I served in the Senate Legislative Counsel’s Office and learned my skill at drafting from other more senior attorneys, who in turn had learned from their predecessors.” To my mind, these attorney-drafters are craftspeople of the highest order: men and women, most of whom devote their careers to mastering their craft when, incidentally, they undoubtedly could be earning several times their government salaries in the private sector.Any of us may think from time to time that it would be simple to write a bill that will resolve some problem that particularly bothers us. A reading of this book should demonstrate why that is rarely, if ever, true. There are almost certain to be considerations and complications that need to be addressed and that would not even occur to us. H. L. Mencken is reputed to have said something to the effect that for every complex problem there is an answer that is clear, simple, and wrong. So this is not a book that teaches you how to do it yourself; it is a book that should teach you why not to do it yourself.Washington, DC is full of lawyers, too many of whom evidently say to themselves that “I went to law school, so I can draft a law. No problem!” Not so. Representatives and Senators, or at least newly-elected ones, may believe they can do their own drafting, or they may believe that the legislative staff working for them surely should be able to do it, or they may believe that it would be wiser to ask for the help of those friendly lobbyists who are so anxious to help and who seem to know so much. Following any of these courses is all too likely to lead to a defective bill which, for that reason alone, is unlikely to receive the support its congressional sponsor hopes and expects it will receive. Instead, the course of wisdom is to take a proposal for new legislation to the expert attorneys in the House or Senate Office of Legislative Counsel and be prepared to answer their questions as they try to discern exactly what your intentions really are and exactly how you propose to change existing law on the same subject.Mr. Rynearson’s book, as you might expect, is lucid and carefully organized. It does demand the reader’s attention, but it is not at all intimidating. And a careful reader will come to appreciate Mr. Rynearson’s enthusiasm for and pride in his chosen profession. At the end of the book, he asks rhetorically if legislative drafting is mind-numbing. No, replies: “Legislative drafting is a constant challenge to capture someone else’s intent precisely. There always seems to be a clearer way to express a matter that is eluding the drafter. Choosing the correct words to capture policy and to achieve economy of language is both intellectually challenging and highly absorbing.”Readers will come to appreciate why this is so. What they also will come to appreciate is that there are so many serious and dedicated people like Mr. Rynearson who devote their professional lives to enabling our government to do what we want it to do.

I bought this book many years ago and my life had changed. I bought the clay, mosaics, all kinds of stuff. i had no clue what size her placques were so I bought 8x10 and bigger. If you have ever done this work you will know that i had a million pieces of clay made, millions. I spoke to Laurel and told her that I eat and sleep mosaics. Then, as I experimented, I began to add collage paper and gems, and stuff and created my own mosaic style. I ruined my oven as all i cooked was clay. Oh well. The best gift for me was the fact that i created my own style and sold many works and gave gifts that were originals. The other exciting part of this is that it leads you to follow other artists and add their talents to your own. WHAT AN AMAZING JOURNEY. I recently moved and am handicap and have not done much mosaics. When a dear friend past on and so Ii pulled out all my mosaics and stamped clay bits and made a most memorable tribute to her family using, once again, all i learned from Laurel.Of all the mosaic books, Laurels is the one and only that speaks to me. Thanks Laurel.

I love this book! I've read several mosaic books, and I have two favorites: Laurel Skye's "Mosaic Renaissance" and Bonnie Fitzgerald's "The Complete Guide to Mosaic Techniques " .The two books are very different. While Bonnie Fitzgerald's book is a wide ranging technical guide, with tons of excellent examples from international mosaic artists, this book by Laurel Skye is a deep personal look at her own tastes and techniques. Every page exudes a happy and warmhearted vibe, a natural exuberance for life and mosaics.The danger of a book based on the author's personal style is that she could seem a little claustrophobic or preachy, but that's not the case here at all. It's a true pleasure to step inside her world. There are some fascinating photos from her own home: breathtaking mosaic furniture, walls and staircases. And did I mention her mosaic bathtub? I never in my life thought I'd want a mosaic bathtub, but I want one now!Aside from it's passionate writing and pleasurable photos, this book is also a very practical guide, suggesting tools, materials, and many handy tips and tricks. It's very encouraging, and opens the door to many options. Saying, in effect, in this photo you will see I used X technique, but you could also have done it with Y or Z technique.One of the most useful things for me in this book, is the section where Laurel diagrams some geometric patterns she uses. I was initially surprised by the complex and formal nature of these patterns, given that her finished work seems so exuberant and free. But that's what lifts her work beyond the " make a quirky pretty thing" school of mosaic making.Laurel shows that a little bit of planning before you start, makes a whole lot of difference to the finished piece. The more you look at her pieces, even the beautifully simple ones, you will see a richness and a unity that makes them restful on the eye, and a joy to include in your home, rather than just a colourful piece of eye candy! Buy the book, step into Laurel's world, I guarantee you will love it!

If I had to recommend only one mosaic book, Laurel Skye's,"Mosaic Renaissance: Millefiori in Mosaics" would be the one. It is well-written, beautifully illustrated and gives insight into the fascinating mosaic of a top-class artist. I have been acquainted with Laurel for a number of years and have been exposed to her work in person upon many occasions. I am a fan. Her art is exquisite, and while it is complex, she explains how to make the projects with ease. This book conveys Laurel's unique mosaic style in a personable, accessible way that allows even the beginning mosaic artist to create works of which to be proud. However, it is challenging enough for the more advanced mosaic artist as well. The book is packed full of expertise and a core knowledge of the mosaic arts. I cannot recommend this book highly enough. If you have an artist friend, even if that friend is not spefically a mosaic artist, this book would make a fabulous gift. This book came at the perfect time for me. I have been making lampwork beads and started mosaics to use the broken beads. I have used some of the slices of glass from the canes we use to make beads for my mosaics but this brings it all together into a beautiful method for using both millefiore and plain colored glass disks. Now I am making flat beads to use in mosaics.Thank you Laurel!!!If you are just beginning mosaics or have been doing them for years, this book will bring new ideas for materials and designs. It is both beautiful to look through and instructive in the use of the material.I would recommend that you find a place to purchase some of the millefiore in cane form and cut your own slices as it is cheaper and you can control the cut and you won't run the risk of running out of a design in the middle of a project. You can also purchase solid color cane or fillagrana and cut them to have solid rounds or rounds with little dots of color in the middle. There are also some canes that are ridged and cut like little stars. The possibilities are endless.This is a great addition to mosaic information!

I fell in love with Laurel's work a few years ago and was fortunate enough to immerse myself in her world for a week of fantastic workshops. This book is the next best thing to being there. The day after receiving my copy, I immediately mosaiced a switchplate cover; it's THAT inspiring! Chock full of brilliant, crisp photographs, clear instructions, patterns galore, hints and tips, and a beautiful gallery of worldwide mosaic artists work. The only gripe I have with the book is that the publisher used the same photograph twice - the mosaic bottle at the beginning of chapter 3 and for the bottle mosaic project. Laurel has so many spectacular mosaics, they could have used something else! Seriously, there is a lot of information and eye candy packed into this beautiful treasure of a book, now number one on my bookshelf.

This is a good decorating book but not great. If you're an American ordering, be aware it is published in Great Britain and includes terms, cakes recipes, metric measuring system that can be hard to understand. The cakes are beautiful to look at in the pictures they include but not too easy to make. Some of the ingredients are hard to find here is the USA and the glossary of terms is more for European cooks. I love to browse the book but find my "Betty Crocker Cake Decorating Book" is more realistic to use.

Lots of great tips and tricks. I expect I'll definitely up my cake decorating game thanks to this book.

This book has good information but when I read the title as "Beginner's" guide I thought I would get something that would allow me create decorated cakes with simple techniques. This book uses a lot of fondant and "european" style cakes. I was looking for a more informal type of instruction book. Overall, the book is O.K. but not what I expected.

Columbia University historian Matthew Connelly frames the Algerian War as a watershed event for France that had repercussions for future conflicts and for Cold War international relations. The book is aptly title The Diplomatic Revolution because the war was not primarily won or lost on the ground between insurgents and counterinsurgents but through political maneuvering. Militarily, the French effectively reduced the FLN's guerrilla force. Politically, however, the French lost the war because they failed to recognize that controlling physical terrain or defeating enemy forces would not seal victory. The FLN, cognizant of its weaknesses in the face of overwhelming French military power, restructured the geometry of the conflict around international opinion.The FLN's ability to leverage world opinion to both prevent the United States from unilaterally backing the French and to prevent the French government from effectively seeking outside assistance was revolutionary. Connelly is the first historian to effectively demonstrate this by synthesizing military, political, and economic history.Connelly's second major intervention is to explain that in losing Algeria, France was freed to follow its own foreign policy independent of the superpowers. This changed the order of the post-colonial world, since France could maintain hegemony even in countries it freed, while neither too strongly supporting either the US or the Soviet Union.Connelly's work is recognized within the historical community as a masterpiece of geo-politics and diplomatic relations. To respond to other reviewers, this is not a "popular history" for casual reading but an academic work that, will deliver in spades if given a sufficiently careful and studied reading.

This diplomatic history of the Algerian independence movement offers insight into the events of the past year, i.e., Iraq II. As the book points out, fifty years ago American stood on the right side of history, and France faced the opposition of the world. Interesting sidenotes include France's dirty tricks by its special forces. Read this history and learn how Dulles and Eisenhower would be doves in the current US administration.

I was assigned to read this book for a Graduate course in History. I agree with the first review that it does shed light on diplomatic history of world issues and parallels can be seen from the Algerian conflict to the situation today with Iraq. I understand this is a book about the international arena of diplomacy and that forces an author to discuss the many nations and their representatives involved. However, as a Graduate student familiar with picking topics for research it would have been better to pick a more isolated topic and examination of the conflict than to take on the entire conflict from all sides. The reason I say this is because as far as from a reader's standpoint keeping all the players straight in this drama became very complicated to follow. I think the author should have included an Appendix at the back of the book listing all the people's names involved so a reader could easily look up their job title and organization they were involved with. Also, the writing went on and on in details ad infinitum that probably could have been skipped and still made the point and prove the argument the author was trying to make. The combination of trying to keep all the players straight within this drama/ conflict with the rambling on of endless details made the book a very tedious reading experience. By the time I got to the last two chapters, honestly, A. I just didn't care anymore about the conflict because the author drove my natural curiosity about history right out of me with the tedious reading experience and B. the prospect of having to read two more tedious chapters with endless details was a torturous thought. I just wanted a fast forward button to get to the point and conclusion of what happened in the end. Granted I came out of reading this book with a truly extensive knowledge of the conflict, but sometimes too much information with endless details makes enjoyment of learning and retaining the information next to impossible. If you're looking for a book that is enjoyable to read and gives you a decent background and history without all the rambling on and on pick another book. If you actually enjoy people rambling on and on, wading through endless details, and seemingly never getting to the point than this is the book for you.

Whoever is translating these books, please take the work seriously.Your translation has multiple misspelled words, incorrect word choices, and issues with the printing process which has caused some pages to become faded and blurry like some elementary school project. Everyone wants this franchise to succeed and these very simple very real problem are not helping.

I really love reading this series. I love the characters and how they changed it from the web novel. While I do like this series I do have to agree with everyone else that there either needs to be a new translator or someone to double check everything. The translation is alright and I can understand what the story is saying but, it could be better.

There are a lot of spelling mistakes in this book. The publisher need to be more serious about editing.The content of the book is still engaging as the previuos ones

So again we catch up with our main character who is fighting to survive in a world that he was summoned to as a hero. The story line just keeps getting better as we are starting to learn more about what is actually going on with our main character and why he is leading the way in is quest to survive and return home to his world. I have read the first 4 volumes each at least twice and I have already read this one at least that many times already. Now I just have to wait for volume 6 to be released. I can't wait.

I love these stories, but I'm getting sick and tired of the bad translations. Typos is one thing, but things like translating 'console games' as 'consumer games', totally missing the point about German names and forgetting words entirely are quite another. The English publisher really needs to get an editor, preferably a bilingual one.

I really like this series, this volume in particular, it went in a different direction than the web novel did. I would absolutely give this 5 stars if not for the much needed proofreading or editing. More typos than the last volume, and that volume was almost perfect. I don't know where the mistakes came from, but I hope that the next volume gets a good look over to ensure quality, even if it means pushing the release date back a few months.

In this volume we get more questions than answers involving the waves and come to discover that there are other heroes from another world that believe that killing our plucky group will save their world. Could it be true or could they be mistaken or being mislead to let some greater evil have an easier time destroying everything?

Finally Naofumi is getting respect. But, this book is more about trying to fix the rift between him and the heroes and plot progression. Also, there are more "boss enemies" introduced, though I am hesitant to call them villains personally. Thats all I am going to say for fear of spoiling.

Around The World In 80 Meals by Diana Rubino has to be one of the best cruise ship cookbooks I've ever read! I have been highlighting meal after meal! Dang.. this cookbook, while nice to have on kindle.. I want a physical copy. The recipes all look like they've been given by some of the best chefs the seas have to offer! We love to cruise.. and, I was happy to see some of the dishes that I've actually had on board during various cruises.The author outdid herself with research, finding menus, recipes, and even included some of the modern sugar free dishes that folks enjoy while cruising! This one.. is a must have cookbook for the true cooking enthusiast!

I already had quite a few cookbooks, but I've never been on a cruise, so this book seemed like the perfect opportunity to get an inside peek at what kind of food folks indulge in on those luxury liners. Plus, it was also supposed to offer some insight into the various cruise lines, as well. (You know, just in case I ever DO take the leap and venture out on a cruise someday...)Bottom line, it's an okay book. Some of the menus were fairly opulent, but there weren't any recipes in the book that made me sit up and go, "WOW! I've gotta try THAT!" and very few new-to-me cooking tips. As for the info on the cruise lines, it was shallow, at best, so think of this book as primarily a cookbook. (But to be perfectly honest, I mostly skimmed the blah-blah-blah about the ships... I guess I'm not a great candidate for a cruise, eh?) A cookbook with standard recipes and zero photographs of the finished product.

Interesting historical information, and recipes that weren't as full of exotic ingredients as I had feared. If you can't spare the expense of an on ship experience, you can still take a ' flavor cruise' with some of these recipes. This cookbook is a major disappointment. It features recipes from famous cruise ships including special recipes for dignitaries and other famous people. The only pics are of the cruise ships and copies of some of the menus that were too small to read. It promised elegance but did not deliver with no pics of the recipes. Not only that the formatting was all over the place with huge letters with extra black sprinkled around the book. There really is no original work here but just copied and pasted recipes. I remember being excited when this first came out because I'd wanted to read more about Tarma and Kethry than just the two books about them. I then remember being somewhat disappointed that this was mostly just a collection of the previously published short stories about them, most of which I had already tracked down in their original anthologies via the public library. Still, it was nice to have them all together in one volume, and the new stories that showed us some of their life after the end of Oathbreakers were interesting. Also of note is the fact that this volume includes the story "Sword Sworn" which is the tale of how Tarma and Kethry first met and became oath-sisters.Ordinarily I like to write little mini reviews of each story in an anthology like this, but in this instance I didn't really feel the need to do so, for some of the early stories are so short and a bit fluffy that I don't really have much of anything to say about them. Instead I'm going to just keep it short here and note that while I quite enjoyed reading through the stories again and seeing glimpses into their later life, you could easily skip over this volume and not be missing much in the grand scheme of things.This will primarily appeal to fans of of the Tarma and Kethry stories, though fans of classic sword & sorcery type fantasy will probably find enough to like here as well. 3½ stars to anthology that is nice, but ultimately skippable as there's not really much here that's of later importance in the larger saga. Also, be aware that there is at least one story about them I've come across that isn't included in this anthology, so for die-hard completionists you'll want to check through the short stories that are now available individually in ebook form for any that are missing.

Tarma and Kethry are the best! This trilogy repeats it's self a little bit but all the stories are good enough to read again so that's not a problem. But where it really shines are the background characters, many of the background characters, and antagonists make me groan in recognition - I KNOW PEOPLE EXACTLY LIKE THAT! Too real Misty! Also asexual character gets 5 stars from this Ace.

Even though I love every book Mercedes Lackey has written or partnered on, I especially love reading her anthologies which show the breadth of her skill as a teller of stories. Everything seems brighter and feels more possible when I'm reading a new book by her. Please keep writing, your stories are gifts to my soul and keep my imagination vibrant with hope. oh and the strong smart females that populate your landscapes are also intoxicating and rewarding. My everlasting thanks!

This is book zero or three of the Vows and Honor series by Mercedes Lackey.This book is short stories, the first of which introduces her characters Tarma and Kethry. To understand the dynamics of The Oathbound, Vows and Honors, book one, you really need to start with the first few stories in this book.Then the stories pick up again after the end of Oathbreaker, the second book.I would strongly advise purchasing all three books at the same time.

I enjoy all her books, even BUY all her books, which indicates my pleasure and that I reread them. These books are a bit different from the others but different is good. Who wants everything the same?

I read all of the Mercedes Lackey books. They get you involved and keep you that way down to the last page. She is a wonderful writer.

If you love the Oath bound stories here is another one you must add to your collection. This is one of best written trilogy with female heroines. Lackey created characters that females young and old can relate to and given them a quest we are all searching or working for family and friends.

Great collection of vow's and honor series with lovely new story. Misty at her best.
